February 26, 2019 Meeting Minutes

  • The regular meeting of the Warsaw Central School Board of Education was called to order at 6:30 p.m. in the Elementary School Building by Mr. Robb, Board Vice-President. 

    Members Present:  Mr. Robb, Mrs. Royce, Mr. Pickard, Mrs. Scaccia                            

    Members Absent:  Mr. McKeown, Mrs. Wakefield, Mrs. Hulme 

    Others Present:  Mr. Englebert, Mrs. Manfreda, Mr. Wilkins, Mr. Ellis, Mrs. D'Amico, Mrs. Monahan, Mrs. Plotz, Mr. Bark

    Mr. Robb led the Pledge of Allegiance to the Flag. 

    Mrs. Monahan shared information regarding Family Fun Night, Art Show,  the Annual Story Telling Festival, hosting SUNY students, Read Across America week, Leader In Me training, Ag Lit Days and other Ag activities.

    Mrs. D’Amico shared information regarding the Feb 8th Academic Breakfast,  the Wyoming
    student visit on February 15, preparations for the first Spelling Bee, the Washington, DC trip, Officer Kelly’s visits to classrooms to discuss internet and social media safety, Page Turners, and All County Chorus.

    Mr. Ellis shared that we have the highest passing rate for several years at the 20-week mark.  He shared information regarding January Regents, Freshman Orientation, All County, the Spring Musical, RIT Drone training, FTA District competition, Strive and Athletics. 

    Moved by Mrs. Royce, seconded by Mr. Pickard  that the Board approve the minutes for the meeting of January 22, 2019, as written.  Motion Carried:  Yes 4, No 0, Abstain 0.

    The Board reviewed the list of bills dated 1/22/19, 2/4/19 and 2/19/19.

    The Board reviewed the Appropriation Status Report and Revenue Status Reports for January 2019.

    Moved by Mr. Pickard, seconded by Mrs. Royce  that the Board accept the Treasurer’s Reports as of January 2019.  Motion Carried:  Yes 4, No 0, Abstain 0.

    Mr. Englebert reported on emergency day status and the email from the District Superintendent. 

    Audit Committee – NA

    Finance Committee – Budget preparation process discussions.

    Policy Committee – Policies brought forward for review tonight.

    Technology Committee met recently and discussed upgrading computers to Windows 10, replacement of several computers, centralized printers, single sign-ons, and reported that the Smartbond documents were at SED. 

    Moved by Mr. Pickard, seconded by Mrs. Royce that the Board amend the approval of the 2019 8th Grade Washington, DC trip (at its meeting on December 11, 2018) to include 7th graders, as proposed.  Motion Carried:  Yes 4, No 0, Abstain 0. 

    The Board held the first review of the following Board Policies:  Section 1000, Section 2000, Section 3000 through #3411 (except #3220 and #3410), #5340, #5410, #5411, #5412, #5413 and the Drone (UAS) Policy. 

    Moved by Mr. Pickard, seconded by Mr. Robb that the Board of Education approve the nonpublic transportation request of the Bey family for 2018-19 as long as they are within the mileage limits and it does not involve an additional cost to the District.  Motion Carried:  Yes 4, No 0, Abstain 0. 

    Moved by Mr. Pickard, seconded by Mrs. Royce that the Board approve the Professional Service Agreement with Jessica Scheidt, MS, CCC/SLP, as proposed, and authorize the Superintendent of Schools to sign said agreement.  Motion Carried:  Yes 4, No 0, Abstain 0.             

    Moved by Mr. Pickard, seconded by Mrs. Royce that the Board approve the contract with Hunt Engineers, Architects, Land Surveyors and Landscape Architect, DPC for the 2018-19 Capital Outlay Project, as proposed, and authorize the Superintendent of Schools to sign said agreement.  Motion Carried:  Yes 4, No 0, Abstain 0.      

    Moved by Mr. Pickard, seconded by Mrs. Royce that the Warsaw Central School District Board of Education, Warsaw, New York, a component district of the Genesee-Livingston-Steuben-Wyoming Board of Cooperative Educational Services, and in accordance with the provisions of Education Law Section 1950(11), hereby nominates Roger Kostecky for an at-large position on the Board of Cooperative Education Services.  The nominee, whose term of office would begin on July 1, 2019, is a legal resident of the Warsaw Central School District.   Motion Carried:  Yes 4, No 0, Abstain 0.          

    Moved by Mr. Robb, seconded by Mrs. Royce that the Board declare the following items obsolete and authorize disposal in accordance with Board of Education Policy and New York State Law.

    Moved by Mr. Pickard, seconded by Mr. Robb  that the Board appoint Mrs. Royce as Clerk Pro Tem for the remainder of the Board Meeting.  Motion Carried:  Yes 4, No 0, Abstain 0. 

    The District Clerk was dismissed at 7:02 p.m. and the following took place as recorded by Mrs. Royce, Clerk Pro Tem.
